Yeap, I understand that. But I believe that, unfortunately, the tactic (and operational) tools will be even more used in these times of crisis.
The problem seems to be the dificulty on showing an interesting ROI obtained from PR...
The firms, specially those on the manufacturing business, just want to have their products sold, as fast as possible. They´re not caring so much about corporate identity or reputation, the priority goes to money, quick and easy.
Maybe that's a mistake, maybe not. The problem, by now, is bigger than ever, and has to be solved by sales.
However, you're right, when you say managers are losing track on strategy. And that's a big mistake, for sure. The future is in front of us, and now is the time to build a reputation that ensures, not only the image which builds the sales, but also that strong feeling which will arise stronger than ever after this crisis is over.
I'm specially concerned about internal communication, which appears to e forgotten on most firms I know... it seem that, in times like these, everyone forgets that the employees are, in fact, the organization...
Great post!

PR is a mindset, not an agency. And so is "social media".
